The courthouse
Circuit court matters are heard at the Racine County Courthouse, 730 Wisconsin Avenue in Racine. Criminal, civil, family, probate, juvenile and traffic all operate out of that building, with juvenile and traffic matters also using the county’s Law Enforcement Center. A defendant who has previously had a case in Milwaukee County should not assume the practices carry over; they frequently do not, particularly on the timing of pre-trial conferences and on how far in advance a substantive motion needs to be filed.
Racine’s municipalities and their courts
The county comprises the City of Racine together with Mount Pleasant, Caledonia, Sturtevant, Burlington, Union Grove, Waterford, Rochester, Wind Point, North Bay and Elmwood Park. Ordinance and first-offense OWI citations issue out of those municipalities and return to their courts, not to Wisconsin Avenue. That distinction matters more in Racine County than most people expect, because the drive between a village court and the courthouse is not trivial and the two proceed on unrelated schedules.
Interstate 94 and the traffic caseload
The stretch of I-94 running the length of the county between Milwaukee and the Illinois line generates a steady volume of stops involving drivers who live nowhere near Racine. If you were cited on that corridor while passing through, the case is still a Racine County case, the appearance is still required, and handling it by mail is rarely the whole answer — particularly where a license revocation or an out-of-state reciprocity question is in play.
